I think the city should start issuing fines to property owners for these issues, tenants don't care because it's not their property and landlords won't care unless you hit their pockets. Force these landlords to ensure tenants follow city regulations.

This venue is for reporting issues that can be addressed by the participating city departments. This matter is being addressed by our Solid Waste Compliance Officer. Policy changes can be initiated by your alderman.

Not asking for a policy change, I'm asking that CURRENT policy be enforced by the City Department responsible gor enforcing it. I see this kind of mess all over the city, many are at the same addresses over and over again which make it appear that property owners are just being given a pass for repeated violations. If you issue fines then maybe property owners would take steps to prevent their tenants from leaving junk on the side of the road in the first place thereby msking YOUR job easier and keep our streets cleaner.
