Rain water sewer pipe of the street is coming out in our backyard causing the water clogging in the backyard whenever there is rain

No one came this week to inspect this issue please let us know the latest update as the watetnis being collected again in our backyard causing standing water tried to call to check status of this issue but noone is picking the call
